3I'm not a set designer, but I would guess a couple of reasons -- Toa in the main six colors were something fans were familiar with and used to every year. And we never had a story that prominently featured a Toa of another element, so there was no need to do a set of one.

5I guess I see a difference between a robot, which may be designed for some sort of external mental control, and pure electronics (like a CD player or something) which is not.
