2That's an easy one. The logical year to do a Toa Mata movie would have been 2001, since that was when the story really focused on them. But that was the first year of BIONICLE, which would have meant a studio would have had to start working on the film sometime in 1999 or 2000. No studio was going to commit to that for a line no one knew would sell or not. Even LEGO was originally planning for BIONICLE to be a one-year line if it didn't do well. That's the same reason you didn't have books out in 2001.

1Hey, Greg, when the Toa Metru abandoned Metru Nui along with the still-sleeping matoran, how come the Shadowed One didn't just lead an invasion, defeat Dume, Keetongu, and the Rahaga, and claim Metru Nui as their own? Or for that matter, how come the Order of Mata Nui never sent more agents like the one Teridax killed to meet the Toa Mata?

2Metru Nui with no Matoran in it was largely a useless conquest. Could he have done it? Yes. But he had no idea when/if the Matoran would ever be back and with the city depopulated, it wasn't worth to him. As for the OOMN, my guess is they decided it would be a fruitless endeavor after they lost their first agent.
