3You may use any constraction (LEGO buildable action figure) parts from Bionicle, Hero Factory, Knights' Kingdom, Slizers/Throwbots, Roboriders, and even Ben 10 action figure parts. You may also use any Technic parts you want.
4You may also use standard classic System bricks, though your creation must have at least 75% constraction/Technic parts, and no more than 25% classic brick System parts.
5Also, remember that you cannot use modified LEGO parts or non-LEGO pieces. For example, when using rubber bands, you can only use official LEGO rubber bands, not generic rubber bands. You cannot paint a piece or modify it in anyway. (It's okay if your parts are a little scratched or busted up, but that's not exactly good for displaying.)

82, 4) There are no story reasons for why they looked as they did. They looked that way because a) that is how the set designers made them and b) the intent was for them to be perceived as bad guys before their real motivations were revealed.
93) My assumption was that they were put there by the GBs during the construction, for purposes as yet unknown

3) The Toa would be left with zero Toa Energy and remain a Toa, but the Toa could still mentally develop further and come to a point in his/her life where he/she would say "If I would have had the choice, I would have given up my Toa Energy now. It was drained before I was ready to become a Turaga, but now I am ready to become a Turaga." and this change of the Toa's mental state and attitude towards life could trigger his/her transformation into a Turaga.
4) The Toa would be left with zero Toa Energy and turn into a Turaga. This however contradicts what you said earlier about Toa having to CHOOSE to give up their Toa Energy.
Which, if any, of these options is the correct one?

5Now, you were telling me a long time ago(And I apologize again for not following up with that conversatiion) about the Hero Factory Secret Mission books and the organization, and your plans before the books were canceled. You mentioned some sort of group of governments who weren't happy with Hero Factory. Could you maybe explain it a little more?
