4To answer that question of Greg, we need to answer a couple of things: At first, what for kinds of Toa do exist? Well, these are normal Toa created by a Toa Stone, Toa Nuva, Toa which have never been Matoran like the Toa Mata, mutated Toa like Toa Hordika, and Toa which were created by the power of the Red Star. It would be stupid if a Nuva lost the connections with normal Toa, as being a Nuva mostly has possitive effects. I don't think the Toa Mata is so much more special then a normal Toa because they have never been a Matoran. So that kinda only leaves the Toa Inika and Hordika. A Hordika is very mutated, and they can't use mask powers, so I don't see them forming a Kaita in any way. The differences of a Toa Inika are that they have their elemental powers mixed with lightning, and that they have glowing faces and organic masks. I don't really think organic masks can fuse with normal masks, so that would be one reason not for a Inika to fuse with another kind of Toa.
5However, there are more differences between Toa than standard features. Even normal Toa can look completely different, because the Matoran with Toa Stone becomes what it believes a Toa looks like. So a great rule would be, Toa can only form a kaita, if they are set-wise, reasonably able to. It is hard to combine a Mata, Mahrii and Metru together. So these wouldn't be able to combine to a Kaita. That would also give the Mask of Variation/Appearance a tactical reason to exist.
6So no Hordika Kaita, no Kaita made out of Inika combined with other kinds of Toa, and no Kaita of Toa which can't form a Kaita set-wise.
