2No, it's not. It was discussed among fans on BZPower, but my feeling was LEGO Company would  not be okay with a Toa who sprayed acid at his enemies.

2I don't recall the story team leaning that way. I think the sets looked the way they did simply because that was what the set designer opted to do.

2I did not create Ninjago or work on the TV series - I do the graphic novels, that is my role with it. So I can't answer this.
