2Given that matoran quote from "mystery of metru nui", it would seem that at least lhikan wasn't any sort of black ops. also, in the serial "the many deaths of toa tuyet", tuyet, along with nidhiki and lhikan, seemed to be operating in the open a lot. similarly, in "birth of a dark hunter", nidhiki makes a comment about how toa don't sneak b/c they are supposed to work in the open so the matoran trust them. also, i would say that during the toa/DH war, the mangai were operating pretty openly, at least judging from stuff like the serials and books.
3buried... are you leaning towards the mangai being black ops or more public? i also like the point someone else on here made about meeting the president. everyone knows about him, but few have actually met him, analgous to this matoran's reaction to meeting nokama.
4I'm not leaning toward anything. I gave an option, which provoked some responses pointing out why it might not work. So I threw it back at you guys asking for an alternative option, if you have one.

1I was the one who asked about the Toa Hagah's masks. I was, in fact, aware that they were given their fancy metallic Kanohi by their teammates upon becoming Toa Hagah. I apologize for not explaining this to you when I asked the question.
2The problem is that it is unclear whether the Toa Hagah had the same mask powers before being given their actual, physical masks. For example, Norik was given a silver Kanohi Pehkui by his teammates when he was selected to become a Toa Hagah. Did he use a Kanohi Pehkui (made of normal materials) before then, or did he use an entirely different mask?
3That is the question I meant to ask. Would you mind answering it? And does your answer apply to all of the Toa Hagah?
