1No, Makuta can only control plants because the power is plant control the other powers aren't sonic control, magnetism control etc just Sonics, Magnetism so on, so on

2That's why the Nuva had to hunt down the Heart of the Visorak, so the Makuta couldn't round up all the Visorak quickly. It seems like an incredible waste of time for the Nuva to go through the trouble of finding it if the Makuta have already reassembled the horde.

2Personally, I agree with Takatu. The Brotherhood has already reformed the horde, as seen in Legacy of Evil. Finding the Heart of the Visorak would simply alow the OoMN to touch it to the ground, call the entire horde to a spot, and simply destroy it.
