13TK didn't factor in the GBs plans after Mata Nui was activated. Therefore, Ignika wasn't supposed to need TK to tell it what to do regarding the GA. So, either someone/something else was created with the specific purpose of telling the Ignika, or Ignika could create the GA when it judged it necessary.

I think the reason people here are upset it because "why couldn't I get my idea made canon, and why could he?"
